Quebec has its own rules for nearly everything that touches roof financing marketing: the language of your ads, the licence your company holds and the consumer office homeowners turn to. Roofing companies that treat Quebec as "Ontario in French" usually get the details wrong. Those that plan for it from the start find a large market with fewer companies doing financing marketing well.
The Quebec roofing market
Demand centres on Montréal, Laval and Longueuil, followed by Québec City, Gatineau, Sherbrooke, Lévis and Saguenay. Housing varies widely, from Montréal's plexes with flat or low-slope roofs to suburban detached homes and rural properties.
Two points matter for financing:
- Plexes and low-slope roofs. Owner-occupied duplexes and triplexes often have flat roofs, and the owner is also a landlord weighing the cost against rental income. Financing conversations should acknowledge that.
- Gatineau sits beside Ottawa. If you work on both sides of the river, you need separate Ontario and Quebec marketing, with Quebec materials in French.
Climate and season in Quebec
Quebec's winters are cold and snowy, with a long heating season, particularly outside the St. Lawrence lowlands. Snow load and freeze-thaw cycles make homeowners notice roof problems in late winter, which is exactly when pre-season financing follow-up should begin. The autumn window closes earlier than in southern Ontario. See the season calendar guide.
Regulators and rules to know
For reference, not legal advice:
- Language. Quebec's language charter, as amended by Bill 96, calls for French to dominate commercial advertising clearly, and a roofing site serving Quebec homeowners needs a French version. The OQLF's business guidance is the official reference. Lender-approved financing wording needs an approved French version, too.
- Licensing. The RBQ requires a licence, with the right subclasses, for anyone carrying out construction work for others, unless exempted. Your marketing should show your RBQ licence accurately.
- Consumer protection. The Office de la protection du consommateur is Quebec's consumer-protection office, and Quebec's consumer law has its own rules on credit and contracts.
- Workplace safety. CNESST covers labour standards and workplace health and safety.
Our advertising rules guide summarises the cost-of-credit disclosure template, which Quebec applies through its own law.
Programs near roofing work
As of October 2026, we found no Quebec program that rebates roof replacement. Rénoclimat supports insulation, airtightness and windows, and from October 1, 2026 the pre-retrofit evaluation became optional, with new caps. If your company insulates attics during re-roofing, that could be relevant; confirm eligibility with the program before saying so, and keep it separate from your lender's financing.
A worked example for a Montréal plex owner
Consider the owner of a triplex in Rosemont or Villeray with a flat roof that's reaching the end of its life. They live on one floor and rent out the other two. For them, the roof is partly a home repair and partly a business expense, and the timing has to work around tenants.
A good financing conversation acknowledges that. The estimator explains the roof's condition and the price, notes that the owner can apply with your lender partner if they'd prefer to spread the cost, and leaves the lender's French-language information. Whether financing makes sense alongside their rental income is the owner's decision, made with their own advisers. Your role is to make the option clear, in French, without pressure.
How we'd market roof financing in Quebec
- French first. Website, ads, estimates and follow-up planned in French, with English as an addition where you serve English-speaking homeowners.
- Approved wording in both languages. Ask your lender for its French materials before writing anything.
- Plex-aware scripts. Estimator wording for owner-landlords who weigh roof costs against rental income.
- An early pre-season. Freeze-thaw damage shows up in late winter; that's the moment for estimate follow-up.

Frequently asked questions
Do my roofing ads in Quebec have to be in French?
Under Quebec's language charter, French must be clearly predominant in commercial advertising, and websites and social content for Quebec customers must be available in French. Other languages can appear too. The OQLF publishes the business guidance.
Who should Quebec homeowners contact about a financing contract?
The Office de la protection du consommateur (OPC) is Quebec's consumer-protection office. Questions about the loan itself go to the lender.
Does Rénoclimat cover roofing?
Rénoclimat supports insulation, airtightness, windows and other energy-efficiency work. Roofing itself isn't described as eligible in the sources we reviewed, so check the program before mentioning it.
